Portugal's main judicial information portal – Citius, operated by the Ministry of Justice – is free and publicly accessible without registration. It covers case distribution, court notices, injunctions, enforcement proceedings, insolvency filings, and the sale of seized assets. However, Citius is not a single comprehensive source: it excludes the Lista Pública de Execuções (the separate enforcement blacklist). The Banco de Portugal's Central de Responsabilidades de Crédito (credit register). Additionally, the full inventory of assets in insolvency estates. A party conducting pre-transaction or pre-litigation due diligence in Portugal must query each of these sources individually. and must understand the default search-window limitation in Citius. This silently truncates results to the last 30 days unless manually overridden.
What Citius Shows – and What It Does Not
Scope of the Citius public portal
Citius is the Portuguese court management system published by DGAJ (Direção-Geral da Administração da Justiça). The public consultation section allows anyone – with no account, no NIF, and no fee – to search for:
- Case distribution records (distribuição de processos) across civil, commercial, labour and administrative courts;
- Judicial notices and summonses (citações e notificações) published electronically;
- Injunction proceedings (procedimentos de injunção) – a critical check before extending credit or enforcing a debt;
- Insolvency and restructuring cases: insolvência, PER (Processo Especial de Revitalização), PEAP, and PEVE proceedings, searchable by NIF or NIPC;
- Court-ordered asset sales (venda de bens penhorados).
The 30-day default – the most common source of error
By factory default, the Citius public search interface returns only proceedings published or updated within the last 30 days. This is not prominently disclosed in the interface. A user who does not manually switch the filter to "Todos" (all periods) will receive a result that appears clean but is factually incomplete. Foreign counsel and in-house teams unfamiliar with the portal regularly misread a blank result as a clean record. The correct procedure is always to set the date range to "Todos" explicitly before treating any result as conclusive.
What Citius does not replace
Three separate sources fall entirely outside the Citius public portal:
- Lista Pública de Execuções (LPE): a separate enforcement register maintained under Article 717-A of the Code of Civil Procedure. It lists debtors who have been subject to enforcement proceedings and whose assets were insufficient to satisfy the debt. Access to the LPE requires its own query and is not replicated in Citius.
- Central de Responsabilidades de Crédito (CRC), Banco de Portugal: the credit responsibility register, which shows outstanding bank loans, defaults, and restructured credit. This is a distinct system administered by the central bank, accessible to qualified institutions and, on request, to the data subject. It is not accessible to general third-party searchers without special authorisation.
- Inventory of the insolvency estate (Relação de Bens) under Article 152 CIRE: while the existence of an insolvency proceeding is visible on Citius, the actual inventory of assets submitted by the insolvency administrator is a case document available only within the proceeding file – not through the public portal search.
Insolvency and Restructuring Records: Step-by-Step
Entry point
The dedicated insolvency search is accessible via the Citius public consultation area (the CIRE section). Search is by NIF (individual) or NIPC (company). No registration is required. Access is free of charge.
Mandatory filter adjustment
As noted above, always switch the period filter from "30 dias" to "Todos" before running the search. Failure to do so produces a structurally false negative for any proceeding older than one month – which covers the vast majority of ongoing or recently closed cases.
Proceeding types covered
The CIRE section covers: Processo de Insolvência (standard insolvency), PER (special revitalisation process), PEAP (extrajudicial process), and PEVE (special process for company viability). Each proceeding type appears with its current status, court, and filing date.
What a clean result means. and does not mean
A clean Citius result (set to "Todos") confirms that no insolvency or restructuring proceeding has been opened under that NIF or NIPC and that no case has been published to the public portal. It does not confirm the absence of pending enforcement debt (LPE), credit default (CRC), or undisclosed private restructuring. These require separate checks.
Timeline
A Citius insolvency search returns results immediately. There is no waiting period. The record reflects the state of the system at the moment of query; updates follow court publication schedules, which can lag real-world events by a few business days.
Court Case Distribution and Injunction Checks
Distribution records
Case distribution records show whether a named party appears as plaintiff or defendant in proceedings allocated to a specific court. The search is by party name or NIF. Results indicate court, case number, nature of proceedings, and year. Distribution records do not include the full case file or procedural history beyond the initial allocation and notice publication.
Injunction proceedings
Injunctions (procedimentos de injunção) are a common enforcement route for unpaid invoices in Portugal and are processed through CITIUS centrally rather than routed to a specific territorial court in the first instance. A search for outstanding injunctions against a counterparty is a standard pre-credit and pre-acquisition step. Results are returned immediately; no fee applies.
Judicial notices
Published court notices and summonses visible on Citius serve primarily to establish legal notification in cases where personal service was not possible. For due diligence purposes, their main utility is to confirm whether a party has been formally summoned in pending litigation and whether that summons has been acknowledged.
Limitations on case content
Citius public search does not grant access to case files, pleadings, judgments, or enforcement orders. A judgment – including its operative clause – is accessible only to parties and their authorised representatives, or by formal court request. Third parties seeking a copy of a judgment for evidentiary or due diligence purposes must either obtain party consent or proceed through a formal procedural channel.
Complementary Registers: Land, Companies, and Financials
A complete Portuguese pre-transaction check requires sources beyond Citius. The four main registers interact as follows:
Land register (Predial Online)
The certidão permanente predial – the title extract – is available through the Predial Online service operated by IRN (Instituto dos Registos e do Notariado). It costs €15 for an online certificate (€20 if obtained at a registry office in person) and provides access for six months via a unique code. Payment is by card or Multibanco. No digital signature is required to receive the certificate, but placing the order requires a Portuguese NIF or NIPC. Foreign parties without a Portuguese tax number must order through a local representative. This certificate shows encumbrances, mortgages, registered ownership, and the cadastral description of the property.
Companies register
The certidão permanente for a company (showing share capital, shareholders of record, directors. Additionally. Registered seat) can be viewed online using a company's public access code at no cost for viewing. a formal certified extract requires a paid order. For litigation and transaction use, the paid certified version is required for evidentiary purposes.
Filed financial statements
Annual accounts filed with the tax authority (IES – Informação Empresarial Simplificada) are accessible through IRN's deposit-of-accounts system. A certidão de contas anuais (certificate of annual accounts) can be requested online. The paper version costs €55; the electronic version is cheaper (current tariff confirmed at order stage). The official FAQ confirms that information can be provided in English on request. This certificate is the standard source for verifying declared revenue, assets, and auditor sign-off in Portuguese M&A and credit due diligence.

Common Errors and How to Avoid Them
Error 1 – treating the 30-day default as a full search. Always set the Citius date filter to "Todos" before concluding that a party has no insolvency record. This single step eliminates the most common source of false negatives in Portuguese court searches.
Error 2 – confusing Citius with the LPE. The Lista Pública de Execuções is a distinct register. A clean Citius result does not mean the party is absent from the LPE. These are separate systems with separate legal bases, and both must be checked independently.
Error 3 – ordering a land certificate without a Portuguese NIF. Foreign individuals or entities without a Portuguese NIF cannot place an order on Predial Online directly. The NIF requirement is a hard system constraint, not a discretionary step. Foreign buyers routinely encounter this in pre-closing checks; the solution is to instruct a local representative who can place the order on their behalf.
Error 4 – relying on Citius for the contents of an insolvency estate. The asset inventory (relação de bens) submitted under Article 152 CIRE is a case document, not a public search result. If the composition of the estate matters – for a creditor claim, a buyer of distressed assets, or a litigation strategy – access to the case file itself is required.
Error 5 – assuming that a clean court and land record equals full due diligence. Citius and Predial Online are essential components but not a complete due diligence. Financial statements (IES), credit history (CRC), and the LPE must all be checked before a transaction or before commencing enforcement proceedings.
Before a Transaction or Before Filing a Claim
Before a real estate transaction: run Citius (CIRE + case distribution + injunctions, all set to "Todos"), Predial Online for the certidão permanente predial, and the companies register if the counterparty is a legal entity. If the counterparty is a company, also order the annual accounts extract (certidão de contas anuais) to verify declared solvency against the contract value.
Before filing an enforcement claim or injunction: check Citius CIRE to confirm the debtor is not already in insolvency (which triggers the automatic stay under CIRE Art. 88). Check the LPE to assess the realistic prospect of enforcement. Cross-reference with any land or movable asset records to identify available assets for enforcement.
Before a corporate acquisition or investment: the full stack is required. Citius (all sections, "Todos"), LPE, companies register certified extract. Predial Online for any real property owned, IES annual accounts for the last three to five years. Additionally, a review of the CRC position if accessible. These checks should be completed before the price is fixed and conditions are agreed.
Timeline for a full Portuguese public-registry check: Citius results are immediate. Predial Online certificates are typically available within hours of the order. Company certified extracts take one to two business days. Annual accounts certificates take one to three business days. The LPE is searchable in real time. A complete set of public-registry outputs for a single counterparty can therefore be assembled in two to three business days if ordered concurrently.
